Create new version of ACDC that includes signing the most compact ACDC

To support selective disclosure we need to be signing the most compact version of any ACDC when issuing. Since we already have production code that does NOT do this, we need to create a new version (ACDC1.1) that includes this capability and allows the two versions to live together.
