Produce new release-candidate for KERIA

Based on our community discussion: Hopefully the KERIA release-candidate corresponds with the upcoming KERIpy release-candidate

  • [ ] track the progress of the upcoming release-candidate for KERIpy
  • [ ] review current issues and prioritize them for both KERIA/KERIpy release candidates
  • [ ] improve testing for known issues
  • [ ] create a pr that updates the versions to a release candidate and provide release notes
  • [ ] publish release-candidate of KERIA

@iFergal seems reasonable to me. Given that signify-ts integration scripts are an important round of testing for KERIA, both projects should move together, imo.
