Add technical documentation for the runner in the repo

Keen did good work on the runner technical design last year - we should capture that in some form in the repo.

Hello @bgrins I am new to open source I would Like to work on this tech and I think a good start will be by getting started with the docs. How can I learn and get started with this issue? And yeah do you guys have a community channel or something similar to it for people to discuss issues in?
