Update Lit TodoMVC to latest Lit and TypeScript
Update's Lit to a production version and TypeScript to the latest which supports standard decorators. Switches decorators from experimental decorators to standard.

Do we have data as to which version of Lit is most widely deployed? We want to test the most widely deployed version even if it's not the latest.
Do we have data as to which version of Lit is most widely deployed? We want to test the most widely deployed version even if it's not the latest.
This would be a good addition for the upcoming remote test repo - I'd like to be able to understand the perf of the latest Lit version in Firefox even if it's not the most widely used in the wild.
Let's maybe move this to the /experimental folder since it's unclear which lit version we ultimately want to test.
