Implement Community License Agreement

Adding a CLA can be automated with a tool like https://cla-assistant.io/ (others are available which do a similar task).

Getting contributors to agree that their code contributions can be consumed within the plugin and distributed as GPL helps avoid potential legal issues (albeit low-risk ones) later.
