Pending approval message shown to users when not in Private Network mode

Where can we hook in, potentially, to show a message for pending members who can still view site content, or at least BP/bbP area content?

Some main hook in BP templates? - Willing to break back compat and be just Nouveau. If others start chiming in as well about this, we can look into the old template files.
