Rename wasm32-wasi to wasm32-wasip1 in clang

I am proposing to rename clang's wasm32-wasi target to wasm32-wasip1 in this LLVM issue: https://github.com/llvm/llvm-project/issues/165344 . Please see that issue for more information, and please follow up with any comments in that issue.
