Proposal to Phase 5 at the next WG meeting?

Opening this issue to gather questions, or concerns if any exist for a Phase 5 vote?

The requirements for Phase 5 are that the proposal is feature complete, and can be merged into master on the spec repo. As several projects have shipped, and no new issues have come up, I think a poll to Phase 5 is reasonable.

Thanks everyone! We had a successful Phase 5 poll at the meeting today.

I'll leave this issue open to collect any follow up items pre/post merging to the main spec (ex: documentation, editorial changes etc.).
