Add gc-js-customization as a phase 0 proposal

The GC subgroup decided to split the customization of JS accessors and prototypes for GC objects out into a separate proposal.

Sorry I guess I assumed Thomas could just merge the PR when he was ready. I'll take care of that. the repo (https://github.com/webassembly/gc-js-customization) looks to be live already.

Nope, but I think that's ok for a phase 0 proposal. You can list "The GC Subgroup" for now, I guess.

Yeah, I think that's fine for phase 0, adding the subgroup makes sense.

I would have assumed it was Asumu Takikawa, but not 100% sure on that

Edit: Please accept my sincerest apologies, it would seem that it may have already made its way to Phase 1, I realised I was looking at the wrong branch when drafting a PR to 'Squash & Merge' edits from your other patch branches (like the affected specs one) against the current main branch, but I was 11 commits behind. 😅

Would that make this merge request redundant if in Phase 1? That would leave the "Funclets" proposal as the only pending one, right? 🤔
