volume control slider not in sync with mouse scroll

it takes about 3 mouse scrolls to have slider move. volume does seem to increment with each mouse scroll. just not in sync with the slider.

would also be cool to be able to adjust the volume increments for each mouse scroll EDIT: well i just found this settings volume_scroll_sensitivity so that helps with the increments

While this is solved, it does lead to an interesting point

As per observations here discreet clicks on a mouse scroll wheel are registering as y +- 1.5

I believe this is reason enough for the default sensitivity options to be nearer to 1 than they are currently

Edit: It looks like this issue isn't completely related, my mistake
