wcm could use a gtk4 rewrite

There are many bugs with current gtk3 wcm, such as wcm setting the wrong option, or setting 0 for int/double options when leaving the plugin view. I have worked on these bugs but determined they are mostly related to gtk3 and gtkmm(3). Porting to gtk4 seems like the path forward, and hopefully will shake out some of the bugs we are facing.

@NamorNiradnug Hi, @Secret-chest has offered to port wcm to gtk4 but I would hate to see duplicated efforts, so can you say if you're still working on this? If so, can you possibly put what you have on a branch somewhere? Thanks for your help.
