toggle_always_on_bottom would do the same thing as toggle_always_on_top except the view always is on the bottom (not sure if it should be above or at the same level as the layer shell layer called bottom -- the _on_top and _on_bottom toggles should have the same behavior for this)

What is the use-case for this?

I want to place a larger view and have several smaller views on top, and I don't want the smaller views hidden when the larger view is selected. Editor or browser as the larger views, for example.

Why not put the smaller views always-on-top then?

Many keybindings vs one keybinding. Also I tend to create and destroy the smaller views frequently, while the larger view stays for the entire session.
