Views randomly not covering full workarea (simple tile)

To reproduce: use msedge, install a website as an app, open the app and as fast as you can move the view while it still starting from output_X to output_Y, the view will get stuck with the tiled size and will not fill the workarea

I would almost bet it is the same root cause as #2897, which I managed to reproduce. Will see when I fix it, maybe this one will be fixed as well.
