Add setting for enabling screen tearing

For gaming, screen tearing is many times not a bug but a feature, providing lower input delay and higher control over your frames. Some Wayland compositors have a setting which allows for enabling screen tearing when an application is in fullscreen or in other conditions (or any condition).

Compositors like Labwc and Hyprland already support this setting, and I was looking into Wayfire's configuration page and I couldn't find a setting related to enabling screen tearing for these circumstances. It would be nice if Wayfire had this option.

Seems it would be easiest to add an on/off toggle option for the monitor, the rest can easily be scripted or done by a plugin.
