[window-rules] Add bring-to-front action

From the discussion in #940 it seems that sometimes we want to raise a view on fullscreen. A window rule for that would allow the user to enable this for all apps, for some apps, for the focused app, etc.

I would love to get this feature a bit earlier than 0.9 ;)

I have some trouble with the gnome-keyring popup as that doesn't automatically raise for some reason. Thus this would be very useful and fix the issue even.

I think this might work via dbus plugin somehow. At least with dbus plugin enabled here, when I open a file from cli in geany, the geany window raises.
