Add Support for qBittorrent Commands

I am using qbittorrent as a torrent client and needed to toggle between alternate and global speed limits which I already have a working implementation of. I was thinking to be able to add more functionality such as maybe event to the point of controlling the torrents from the same bot. If this is a viable thing, what functionalities might we add and maybe I can create a pull request and work on it?

Myself I don't use qbittorrent. So I won't be looking into adding these features.

But if you want to add those features yourself, you certainly can. I'll accept the pull request with pleasure.
