EMP is cool weapon that makes game more interesting and variable

But i think that some little buffs will make them more useful

EMP bomb can become a good support bombs for the main vtol group instead of almost useless thing

This PR gives me mega-balance ideas. I can salvage this.

I think, we should boost long range to, IDK, close to VTOL Scourge Missile range. So it lives up to its name as a MISSILE LAUNCHER. It would get some use then for sure. The bomb implementation it has lived with doesn't make it stand out too much IMHO. Obviously the empRadius stat and others would get reduced but that way it can have more ammo (4-6 missiles) this way for example. Lots of possibilities.
