Re-ordering construction units to build a module delays module completion

Describe the bug Probably related: Re-ordering construction units to build a structure when you don't have power cancels it #2148 While constructors build a module and you click on the module again, the constructors stop building for some time and then continue, delaying the completion in the process

To Reproduce Steps to reproduce the behavior:

1. Select Engineer Cyborgs or Trucks
2. Build a lab or a power generator and the corresponding module
3. While the constructors are building the module, rapidly click on the unfinished module
4. See delay Not sure if this behavior also exists anywhere else.

Expected behavior They shouldn't delay construction, just like for the other ticket (see #2148 's video).
