Weird place for history after you hit the "Toggle Console History" hotkey

Describe the bug When you hit the hotkey for "Toggle Console History" it appears in the middle of the screen and you can't click anything there or move units into the area.

To Reproduce Steps to reproduce the behavior:

1. Start a campaign
2. Hit enter, write win info into the chat line, and hit enter again
3. Click on the key for "Toggle Console History"
4. The history appears in the middle of the screen.
5. After you hit the key again the history disappears

Expected behavior The history should be on the top of the screen without disturbing the gameplay

Please also note that the location it occupies is not clickable for setting a destination point for vehicles. I have a short video to share on that aspect of the issue. Not sure why it wasn't included in the original issue creation as it was in my original description of the issue with the "Toggle Console History."

Besides the console history there is also the team chat that can be displayed in that position of the screen, and causes the same issues with clicking.

This text in particular, that is shown at the top of the screen while the game is paused, should be implemented using normal widgets instead of console.

Maybe it would be a good idea to have a top bar with buttons to toggle some in-game settings. Then there could be a button to display a permanent/scrollable console history, with options to filter system messages/chat/team chat, etc.

Isn't this also a section for console history? Why don't we use this section?
