wc2.preferences.MouseScrollSpeedControl option doesn't seem to work

wc2.preferences.MouseScrollSpeedControl option doesn't seem to change anything. Even if I set it to a low value like = 4 or even = 0, the game still completely loses its shit whenever I happen to be trying to select a group while scrolling the screen. This is the single most annoying new element compared to original Warcraft II.

Note: I understand the purpose of a fast scroll modifier. Just would like the configuration option to work so I can turn it off for myself. Or key rebindings would solve this, since I could change it to Alt instead of Control.
