For new pages, force "Create page" if someone starts adding content to new page. As a naive new user, I was able to start adding content to a new page, before I hit "Create page" button. Then I was in dilemma about creating the page and it wiping out my changes.

It would seem to me that the best solution would be to not offer editing of ghost pages (except for copying items from them.) I would guess you were already getting error messages from the server and your edits only appeared to be saved, no?

I agree with your solution of not offerring editing of ghost pages. That's simple and clean.

I didn't see obvious error indicators in the GUI itself.
