Absolutely not sure if this would be possible, but could we make magical consumables that allow you to either

• increase your trade value for a year
• increase siege defence and speed for a year
• reduce army attrition or max attrition for a year
• decrease the build time modifier for a year

If so, I'd suggest these could be crafted by mages lvl9+ and used by mages lvl 4+ (or by members of the 3rd rank in dalaran society, see other suggestion).
