[SUGGESTION] Dynamic Dalaran

Describe your suggestion in full detail below: As of today, Dalaran is still unplayable, but that's not exactly the point of my suggestion, therefore it can wait until magocracies are playable or just be implemented for flavor.

I've thought about simulating the way Dalaran has lifted itself from its original position in Wrath of the Lich King. If the original Dalaran is destroyed by an invading force, then the province should get a modifier that indicates the destruction of the city. If a significant human force reclaims the city (default situation in Frozen Throne startdate), the province should get a Magical Barrier modifier that tells the player the city is being rebuilt. Once the city is rebuilt and the barrier is lifted, the player/AI can decide whether to move Dalaran to a new location such like Crystalsong. If the player/AI decides to change the location, the old de-jure kingdom of Dalaran can be annexed by de-jure Alterac (or whatever exists nearby at the time, provided the old site was still operational), while provinces of de-jure Crystalsong become assigned to the new de-jure Dalaran, and the new location gets a provincial buff named Floating City. As a result of transition there might be a change to the original location that nerfs the province slightly.
