Scourge culture should not be holdable by a non-scourge ruler
Describe your suggestion in full detail below: Scourge should slowly deplete Feudal holding development, destroying the holdings and converting them to tribal (what the scourge should be).
When controlled by non-scourge, a province should have 0% control. A Marshal should be used to restore control, and at 80%, it should drop the debuff that depletes development and control and convert to the owner's culture(?).

I don't think it's a good idea. It means other holdings should be destroyed. So no Brill, Lordaeron, etc. And you need to invest A BIG amount of money into rebuilding it again. So both the Forsaken and Scourge will be far away behind other nations.

Both Brill and Lordaeron were picked up by sentient Forsaken as ruins, and they are still ruined. Maybe if all of their buildings are destroyed after a certain point?
A milder alternative to reducing development of Scourge counties would be to impose a heavy development penalty modifier such as 0.2x where x is the base development rate. We could tie it to the Dark Government mechanic, with authority level 3 and 4 reducing the malus to 0.4 and 0.6 respectively.
