Tuaren set to Clan Government Type

Change the Taurens to the Clan Government type, so they can be just as good as a Feudal Empire and ALSO be more lore compliant, I'm being told that the Clans are more accurate to the setting. And now they're GOOD!

as far as the clan government, the consensus on the dev team is that it would be a ton of work to move it away from the middle eastern theme with the 1.11 changes although it should be possible to represent horde governments using it, we have a lot on our plate ATM so this is a going to be a way down the road thing.
