update legal document mention and/or legal concern

legal document is removed https://github.com/zkSNACKs/WalletWasabi/pull/12980 in Downside foss branch, which eventually will make it to master it is mentioned in the docs, remove it

and update/remove legal concern page, I think current one is outdated anyways
