Coordinator fee should follow mining fee so the total fee can help discover demand for mixing at various rates.

Currently at ~2sat/bytes someone would need to me mixing about 25$ for the coordinator fee to be the same as network fee.

I think the coordinator fee should be a multiple of the network fees.
