[UI] notify user that privacy suggestion(s) are undone when user changed fee

Description

At Preview Transaction, after applying a privacy suggestion and then changing the fee makes the privacy suggestion undone. This is not intuitive UX, as you check the dialog from top to bottom: first apply a suggestion than go down and change the fee. So a pop-up/message next to the privacy suggestion icon would be good, when privacy suggestions were undone after changing the fee.

Currently, the icons are small so you won't easily notice it changing, especially if you go from green shield with checkmark to green shield. Then you won't notice it.

The intuitive UX is that after applying the change avoidance and then changing the fee, is that the actual change avoidance amount gets adjusted. Anyway that's not how current logic works.

Reasoning

Once I thought that the change avoidance wasn't working as I applied it but received a change coin. But then I realized I changed the fee after applying the suggestions
