[UI] unable to hover over tooltip items without focus on window
General Description
Sometimes I'm unable to hover over status icon tooltip items I hover over the checkmark and the items tooltip arises, but I'm unable to hover the cursor over the items tooltip -> the tooltip disappears
I wanted to hover over the current Tor warning triangle, but I'm unable to as the tooltip with the items disappears when the cursor leaves the checkmark
How To Reproduce?
not sure yet how to repro, but happened a couple times today it seems to always works after first start, and that after a while the issues arises but not 100% sure about that

Open Wasabi, give the focus to another window (like browser) and then move the cursor to the status icon. Can you repro like this? If you give back the focus to Wasabi it works again, right?

yes correct
(it also happens on older release versions, it's not a new bug)

This is something that cannot be fixed without reintroducing several other flyout-related issues. This because the nature of https://github.com/zkSNACKs/WalletWasabi/pull/10767 fix. The best would be to remove the temp fix on our side and have flyouts properly working on Avalonia side.
changed the description, it's for all tooltips indeed (like also privacy suggestion flyout)
