[Kiwix] Make it to update its library periodically/on-call.

The problem is that kiwix needs a call kiwix-manage /library/library.xml add {zim-file} to add content to its library. It doesn't do this automatically. We need to find a convenient way of importing files when they are e.g. downloaded by transmission or added directly on the server.
