Issue #181 - Adding first pass of File that can create new test files

The current implementation is hardcoded with Get-AdvancedSetting, which I think could be easily updated to a parameter. I'm interested in some feedback to see if this is something to move forward with, or it generates too much data.

First, much love for the submission! Really appreciate that we have some hard code to consider, and the time you spent to help.

I'm attempting to open discussion in #102, based on considerations and context that comes to mind for me. The first thing that stands out is we may need to retain the name New-VesterTest for the original test development process discussed in #102.
