Simply switching the `is_write: true` ledger to be either CANdy-Dev or BCovrin-Test, both of which have never had a TAA registered, as no affect. The error still occurs.
Leaving the `is_write: true` ledger set to BCovrin-Test and removing CANdy-Test from the list has no affect either. So this does not appear to be an issue with the having...
Removing CANdy-Test and Sovrin TestNet from the list, the only two ledgers that have/had TAAs registered, has no affect either.

Are you able to use the built in [ledger browser](http://prod.bcovrin.vonx.io/browse/domain) and find your schema and cred-def?
Good. Where are you defining (passing in) the genesis info for your agent? What are the settings?
I would suggest switching to use the genesis URL rather than embedding the genesis file in the config. You're likely running into issues with the formatting of the genesis file....

@ianco, Which version of code/image were you using?
I ask, because that likely means the latest `acay-py` images are affected by this issue too. The `0.8.0-rc0` images from https://github.com/hyperledger/aries-cloudagent-python/pkgs/container/aries-cloudagent-python and https://hub.docker.com/r/bcgovimages/aries-cloudagent/tags
