how do I fix this error? Hardware: Modded GameCube with Swiss, using PicoBoot, Game Boy Player connected via bottom of console, 2 memory cards, one controller in slot 1. Disc inside console is Top Gun Combat Zones (USA)

Where is this, text setup? Did you load the correct drivers? (SD Gecko and GameCube Controller Ports)?

Wait hold on, this happens after I select the ArtX Flipper, ATI Vegas, AMD Bollywood (NT 3.x)

yes, you need to load multiple drivers when asked to load mass storage drivers (ie, after selecting HAL, before selecting graphics driver)
