EXI block storage driver is slow

Basically this, you can easily see the difference in load times between polling under ARC firmware and the NT driver.

I'm not sure how to speed the NT driver up. Polling at device IRQL could work, but that would basically stop the world for each bus transaction, and I'm not sure what that would do in practise.
