Maps : give alternate background layer choices

User may want to see with satellite view or something. Do layer control in leaflet.

Try to keep the Tilelayer definitions in commonfuncs.js so they're standard across pages.

oops.. did this in 3.4.3 and opened another ticket..

did not put in commonfuncs.js so can work on that for next run.
