Use cscore to work with webcams

This would let us set resolution, frame rate, exposure, and other camera settings instead of relying on the defaults that the JavaCV frame grabbers give us (640x480@30fps). cscore currently only has USB camera support for Linux, so this will have to wait until it adds Windows and OS X support
