Cannot Create New Scalar

May be operator error - I cannot find a way to create a new Scalar to use as input to CV rectangle function as the color value. I am using 1.5.1-rc1 Is there a New Scalar or New Color similar to the New Point and New Size constructors?

Not currently. There was some discussion about it a while ago on PR #51, I don't think there's been any work on it since then.
