Manage notices

Dupa modelul de la WooCommerce si o sa avem urmatoarele :

• o clasa care sa contina toate notificarile dupa un id si le pune pe hook-ul admin_notices ( https://github.com/WPChill/modula-lite/blob/master/includes/class-modula-script-manager.php clasa va trebui sa poate sa fie luata statica oriunde avem nevoie )
• si o functie de genul https://github.com/woocommerce/woocommerce/blob/b19500728b4b292562afb65eb3a0c0f50d5859de/includes/wc-notice-functions.php#L74 dar care sa primeasca si un id. daca exista un notice cu id-ul ala nu se va mai adauga.
