Prevent download logging for ip addresses ( like ip blacklist )

Add a setting input field to list ip's that should not log downloads for. For example if an organisation uses the same downloads pages from multiple clients( logged in or not ) and do not want their downloads incremented.

Or maybe a user selector to prevent download's count.
