BlPitchF not set in parked cases for OpenFAST only mode

Description

In OpenFAST-only mode, the BlPitchF is taken from the provided model and not set to 90 degrees for parked cases.

90 is the default, but in OpenFAST-only mode, the given model is the default.

Steps to reproduce issue

Run a parked DLC case, like 6.1.
