Unique file IDs

Add ability to identify a file by its unique ID, regardless if the file is moved or was renamed. Store a unique ID (which never changes) in file metadata. Expose API to read the unique ID.

Where will those unique IDs come from? Which party is to guarantee their uniqueness?
