[Spec] Fix the navigation patch numberings + patches

The navigation algorithm has changed since we last patched it. Our patches now reference steps that are now in different places, or steps that no longer exist since they were refactored into their own separate algorithm. We need to update our patches to match the current state of the navigation part of the spec.
