Incubation status?

Hi @mikewest! Just checking for the status of this incubation as it seems there hasn't been much activity in the last two years.

Is this something you want to continue to pursue or would it be ok for the @WICG/chairs to archive this?

I expect @otherdaniel will pick it up at some point in the somewhat near future, but we can archive it until then. Unarchival is fairly trivial. :) Thanks for cleaning up!
