Consider adding deduping at an aggregation key level

Currently, the aggregate API only supports deudping at the trigger level, which means for a conversion you can record all of none of your aggregation keys.

It may be desirable to allow deduping at a finer-grain level, for example per aggregation key.

A use case could be:

user clicks an ad user visits advertiser user visits advertiser

Typically, you may want to dedup site visits to waste aggregatable budget, but it may be desirable to track only a bucket to learn the number of visits/raw conversions.
