Spec is vague on scheduled_report_time serialization

Step 1 of obtain an event-level report body says that the scheduled_report_time field is

report's report time in seconds since the UNIX epoch, serialized

But the report time may have a fractional number of seconds, in which case it is unclear how the value should be truncated or rounded.
