Keep process stuff out of the spec

I'd suggest keeping sections 1.2 and 1.3 in the readme or in another markdown document in the repo (maybe CONTRIBUTING.md).

Implementation Phases should also go in a separate document.

Discussed in the editor's call today. We have some concerns about removing this entirely based on history working within accessibility standards groups. However, I'll take a stab at authoring a shorter summary to leave in the spec that references the external contributing doc.
