Where should we put governance-related public documentation?

Context

Scholia is a community project. It is being developed by a community of contributors, it uses free and libre software created and maintained by the open-source community, it serves a community of users, and it visualizes information curated by the Wikimedia community.

As such, it welcomes constructive contributions, but it does not currently have public documentation about how decisions are made and what rules (if any) apply beyond what is stated in the technically focused CONTRIBUTING.rst and the behaviorally focused CODE_OF_CONDUCT.md, neither of which touch much on decision-making, roles within the project and other elements of governance.

For the purpose of this question, documentation that could cause harm if made public is not in scope.
