Add contributor agreement to repository and enforce its use.

Was able to link the CLA to my personal account, @hsaunders0788 I was wondering if there was a functional ID I could use to set up the CLA rather than my personal account.

@arthurdm This one is completed but I was not able to use an existing functional ID, @crpotter is looking into creating one that this repo could potentially use
