[BUG] Fast Drop XP & Mending

Describe the bug fast-drop-xp does not take mending into account, meaning that you can't heal anything using mending.

To Reproduce Steps to reproduce the behavior:

1. Enable fast-drop-xp
2. Give yourself xp (either by mining or dropping xp bottles)
3. See as it goes straight to your xp bar skipping mending

Expected behavior Mending gets the xp before the xp bar does.
