Safemode-unload-chunks config option doesn't change anything

Describe the bug I personally do not want to React manually unloading chunks, as I'd assume that could cause some issues. I'd prefer just setting the spigot unload chunk time and using that instead. I've tried enabling "safemode-unload-chunks" in the configuration, though I see it has no effect, and React continues to manually unload chunks with its AI. I'd like this config option to be fixed, or even removed, currently, it does not work.

To Reproduce Steps to reproduce the behavior:

1. Set Reacts config option "safemode-unload-chunks" to true.
2. Restart your server to make sure everything reloads properly.
3. Do /re sub rai
4. Fly around a lot.
5. Notice React continues to manually unload chunks.

Expected behavior If this config option is set to true, I expect it to not unload chunks and to simply ignore that feature entirely.
